It had the same basic format and storyline as the 16-bit version, with redesigned levels, cutscenes (that included a cameo from Doctor Strange) and even on the easiest setting was seen as being difficult to complete. In this version Mary Jane wouldn't be kidnapped but still appear at the end of the game if players attain the best ending.

Terrible graphics that get better as the series goes on. Mediocre game engine that doesn't show much improvement throughout. Average gameplay at best. All in all, they're rather flat and uninspiring.

Based on the movie of the same name, Batman Forever puts you in the role of either Batman or Robin. Whether you decide to play as the Caped Crusader or the Boy Wonder, your job is to save Gotham City from the clutches of The Riddler and Two-Face (and the latter's sidekicks, Sugar and Spice).
Throughout the game's eight levels of play, you must battle the aforementioned villains and their henchmen (such as killer clowns) using a variety of punch and kick moves and special bat gadgets, such as Batarangs, smoke pellets, tranquilizer darts, and grappling hooks. Some of the levels contain puzzles, such as hidden switches to pull and pieces of gadget blueprints to find.
The normal game mode of Batman Forever roughly follows the plot of the film, taking place in such locations as the Second Bank of Gotham City, the circus, and an abandoned subway station. Your ultimate goal, in addition to saving your fair city, is to rescue the beautiful Dr. Chase Meridian from The Riddler. She is being held at Claw Island, The Riddler's nightmarish factory. Throughout the various levels you can find helpful items (such as Riddler boxes and Two-Face coins) for gaining lives, energy, time, and tips.
A special training mode of play lets you, or you and a friend, hone your combat skills by pitting you (as hero or villain) against Batcomputer-generated characters in one-on-one (or two-on-two) fights.

The player plays as either Batman or Robin. There is also a fighting game mode called "training mode" where the player can play as Batman, Robin, or any of the enemies found throughout the game against either a computer-controlled opponent, against a second player, or cooperatively against two computer opponents.
The controls are largely based on move lists and key sequences. Some gadget moves involve moving away from the enemy right before pressing a punch or kick button, which creates problems since the game only keeps the players facing enemies if they're close enough to each other.

As Batman you'll use an assortment of fighting moves and an armory of gadgets, such as a Batarang, grappling hook, and other projectile weapons. You must follow the storyline of the movie and save Gotham City by stopping Penguin, Catwoman, and the Red Triangle Circus Gang. The seven stages of battles will take you to the city rooftops, the circus train, Gotham Plaza, the streets of Gotham, and the Penguin's lair, where you must fight the Penguin and his tiny, missile-launching penguins. Unlike the other six levels, in which you control Batman as he runs, jumps, and fights, stage five puts you in the driver's seat of the Batmobile.

The story begins with the Joker escaping from an insane asylum, and through various henchmen, tries to send Gotham City into chaos. Batman must survive several side-scrolling levels with various tricky jumps, and defeat a multitude of enemies and bosses to ensure that Gotham is safe.
Batman is armed with a utility belt that allows him to collect various types of icons throughout the stages in order to shoot different types of baterangs and projectiles. The game's password feature also helped the game from becoming too difficult.
The music was composed by Naoki Kodaka, Hara Nobuyuki and Shinichi Seya. It also features several remixes of the themes from the Megaman series, most notable the opening theme being a remix of the boss select theme from Megaman 2.
