What the hell is going on in this game?

Retro Uprising - Arcade - Zunzunkyou No Yabou (Japan)
It's a pretty standard game type but the enemies and the artwork are bizarre. I wish it was in English so I could at least make some sense of it.
Pick any of the four to see what I mean but I think the one third from the left is the funniest.

This is a very funny game. How did you come across this, or what made you want to play this? I like it...they actually throw their ballet shoes. lol

The enemies look like Otaku with smelly feet
(as Faye Valentine would say)

and they are wearing 'Century 21' real estate company jackets.
But that's just what I saw in the attract/insert coin mode.

I found it by just picking games at random. I usually don't like these games but this one is funny enough to play.
Btw I thought I saw some topless chicks in one of the stages. It's cool though since you blast their skin off when you hit them.
I have no idea what this game is about.
