Topic Torch Banner

OK Guys, I have no idea what the heck happened but I got some banner on the bottom of my browser (IE9) from Topic Torch. I can't seem to get rid of it nor do I know where it came from. I would like it to go away, and if it doesn't go away I do not mind changing browsers but would like to get rid of it if it happens to infest me again.

Control Panel
Programs and Features
See if you can find it listed
Highlight and click uninstall.

If that doesn't work then
In IE
Press Alt
Click Tools
Click Manage Ad-Ons
You should be able to find it there
Highlight it and click disable.

I disabled it (possibly uninstalled it) and it is gone.
