YouTube Poops are very diverse and random, so there is no direct way to make a YTP, but you can start by taking a TV show or cutscene, taking clips out of it, then edit the clips by putting them in a random order, speeding them up, slowing them down, change the video's color/effect, reversing the clip, etc.

You can use more programs than WMM.
A lot of the poopers today use Sony Vegas or Adobe Premiere, though some use WMM.
The program I use is Ulead VideoStudio.
