Worst voice acting? I'd say Countdown Vampires for the PS1.
The main character is voiced by the same guy who voiced Barry Burton. 'Nuff said.

For some reason bad voice acting affects me more when watching a foreign show than in a video game.

Maybe, and I have considered that possibility, except the game is non - biased as you alternate sides of the war throughout.
I'm not so sure it would be an intentional thing - the Chinese are not the bad guys in this game.
They probably found voice actors who did really good British and American voices, but no one could do good Chinese accents..
About Megaman, it's worse than most Saturday afternoon cartoons.

Maybe, but I honestly believe they were doing it to be campy, I mean if they had good actors
for one side and not for the other, yet they have unbiased stories? That's my take.

To be honest, I liked the terrible B-grade voice acting in Devil May Cry and Resident Evil. I guess it's because Resident Evil felt like a B-movie to me in terms of atmosphere, the horrendous voice acting was a parallel to the poor acting in B-movies.
Though I'll be honest, there are some games that had really good voice acting and that made them better, like Metal Gear Solid, the Japanese voice actors just don't feel right. Persona 3 also had some decent voice actors.
But, there are sometimes when bad voice acting doesn't have the same charm as it did in Resident Evil and whatnot. Phantasy Star Portable: 2 comes to mind here, damn that was an annoying as hell game when it came to voices.
I will call BS on Symphony of the Night supposedly having bad voices, they weren't the greatest, but they fit the characters fine. Have any of you played the version that was unlockable on "Castlevania: Dracula X Chronicles"? Seriously, that was some terrible voice acting. I don't get why the redid the voices.

If you want to play some game with good voice acting go with a Bioware game. Most recently Mass Effect 1&2 and Dragon Age.
Also Morrowwind had some great voice work, when you walk by a Ordinator and he rasps the word "scum" at you it stings. If you turn and look at them they are staring at you waiting for you to test them, and they will fight you with the slightest provocation. Damn what a good game.

I liked the originalvoice acting in SotN, but that was because it was aweful.
Yuri Lowenthal did a great job a Alucard for the PSP, I had not one complant.
The guy who did Death did an awesome performance.
I LOVED the voice acting in Resident Evil, it was hard for me to play through the remake
because they made the story serious in stead of campy.

Maybe my problem with the remake of SotN wasn't the voice actors, but the fact that they changed the dialog in most every case. The script was good and not in need of changing, nothing stupid like in Resident Evil, "Here's a lockpick for you, the master of unlocking, to use" or something like that.
