The first post still says "Submissions: players should submit their scores via this form “when I make it”" Is alexgunslinger's scoreboard the official submission form? Also, if I submit a score to that form but later beat my own score, will submitting my new score replace the old one?

Yes that is the official scoreboard, and yes submitting a better score will replace your old one
