There's a game that started as an arcade game, was ported to I believe the SNES and possibly Genesis. You portrayed a cop in a car with your partner. You raced towards the bad guy until you caught up, similar to Chase HQ, in which case your partner, whom you also controled, shot at the criminal's car instead of ramming it to disable them.

I remember it from the arcade if there wasnt a second person the pasenger raised his eyebrows and winked and it had a catchy name like tango and cash but that wasnt it

I figured out the one I was thinking of. It's called Special Criminal Investigation and is a sequel to Chase HQ. I was wrong about the home systems it was ported to. No SNES, no Genesis, but Sega Master System among others.
