I'm assuming highest level / skill levels, someone who completed all the quests or the main quests, or something similar.

I really don't know what constitute best player, but I think it's the leader of the most successful guild.

I think they're really focusing on group play for mages. From a gameplay standpoint, I think TES:O is neat, but from a story standpoint I dislike it.
