He's still perfect cell only stronger. The perfection they are referring to is in his body's appearance and abilities to regenerate so long as there is a single cell left alive. That single cell is enough to regenerate his entire body and to boot, every time he has to regenerate he becomes stronger just like a Sayan would after he gets beat up good.
