90s science/contraption maker

It was on PC. It might have been bundled with Windows 95/98, I forgot which one I played it on.

You had a bunch of objects, usually they'd generate an electric signal. You had to wire components together to pass the signal along.

On specific thing I remember was a cube with a ? on it. This represented an objective, you had to get the signal to it, then it would change into a ! and play a theme to show that you beat the level. It also had a sandbox mode to let you make your own puzzles and designs.

It was very kids oriented. The background of the work area was all black. I can't remember much else......I'm pretty sure it wasn't a DOS game.

No, it's something different. I forget the name but I'm sure I've got a copy of this lying around my house somewhere. The game was about logic gates and all that - basically about circuit deisgn.

That looks similar but that's not it, the game I'm talking about had isolated environments for each component (I think). I remembered one component, you drop an object down a shaft, you could choose between light objects and heavy objects, and adjust the gravity on it. Setting gravity to zero made things float forever and for whatever reason my young self enjoyed waiting on that.

You also had to wire components together. BiggerJ's description matches really well.
