Emulator Optimization

So, in the emulators I have for personal use, I have been wondering about a few settings in hopes of optimizing the way the games run:
I have a pretty good understanding of what each of the things is, but I am unsure of what would make things run best.

For Audio:
When given a sampling rate in Hz (all options very high numbers) would I want the value to be higher or lower for best quality.

For Graphics:
Raster effects, are they necessary, would disabling them hurt the quality?
If I were to manipulate CPU clockspeed, which would be better, high or low?
Extended sprites mode, what is it, what effects does it have?
Frameskip, would it make a drastic difference to enable it?
Framerate, should I always go for sixty, or would a different value produce a smoother experience?

Now then, please do not link me to somewhere to explain raster effects, sampling rate, CPU or anything else, I get it, I know what they are, but not what values would provide these two outcomes I am interested in:
100% accurate emulation
higher quality than that, IE less flicker, less slowdown, cleaner audio.

If you are going for 100% accurate emulation, that depends on the system.
Sound samples:
SNES: 32KHz
PS1: 44.1KHz
Everything else: 48KHz

Obviously leave CPU clock speed alone so gameplay runs at its original speed.
Extended sprites mode, sounds like it means eliminating the 'sprites per line' limit consoles have, so you get no flicker. Leave it off for accuracy, on for no flicker.

For some emulators you might see the option "draw overscan" or "draw top and bottom 8 lines" -- turn that off.

Framerate, most consoles run at 60fps, or somewhere very close to that. The original games were designed for this exact frequency so increasing beyond 60 won't change anything.
Leave frameskip at zero.

I'm not sure what you mean by raster effects.

Of course all of the above settings depend on your computer being able to support them. If you post what emulators you plan to run then maybe I can help you more.
