ok, I recently worked with premier for a school thing too. I don't know if you noticed there are to viewing sections, I know what one is called but the other one is the preview. What would happen with me was that if you just clicked on the video or just played it, it would have lag sometimes, but if you put the video in the timeline and play it in the preview part the first time it would have a lot of lag and the second it would play normal. Many times when I would add effects and photos and then played the whole video, the first time I'd have lag and the second it would play normal.

Also, check the video that you converted. If you don't choose the right properties and stuff your converted video might end up going faster or getting messed up.

I don't know much about editing, but I am good a figuring out programs and my dad is an editing expert so he helped me out through the phone for many things.

My video only had 1 video and lots of photos, but I remember that sometimes when my dad edits video it seems to be lagging, but then he would do a render and it would be fixed. I was having problems with a fade out effect I wanted on the audio and my dad told me that I would have to render the video to be able to listen to the effect applied.
