It looks like you should have solid hardware for this game already. What is the problem you are having? If it is load times it might be the hard drive. Might also be a software problem - reinstalling the game or Windows might help or fiddling with settings in the game or updating all drivers.

At about $100 you see slight improvement. At $200 you see significant improvement.
But this probably isn't where your bottle neck would be with this game.

I wouldn't spend $100 on upgrading your CPU. If $200 is in your budget then I would concider a new CPU but would rule out other things first.
