On AA, we more or less refer to sandbagging as someone who purposely holds aside a score, only to post it at the last minute in order to win a competition. It also means not playing a game to your full skill set (i.e. if Barra was to post a 500k score on Galaga and submit it as a full game <--- not having a go Barra, just an example of someone who is a lot better than that only posting a mediocre score to put other players into a false sense of security). As I understand it, this competition is going to rely on a whole lot of honesty (I believe all that is needed to constitute a score is submitting it, possibly with/without a screenshot/inp). If this honesty basis is good enough for everyone (as it is for me), then it would be nice if everyone agrees to post their score as soon as is humanly possible after they achieve it. If you think you can crush the competition on a title and want to wait until the last day or two to play, then that's fine - but playing early and holding your score back is probably against the spirit of the competition IMO.

While I agree with the concept of not sandbagging we also have to understand that each site has it's own validation process. Here we have a video of play with accompanying inputs that has to be watched by one of my Mods (refs).
We're certainly not going to hold a score back here, in fact scores waiting for approval are visible on site. But I also have a site to worry about and I want to make sure every player on the site has the same amount of attention, playing in the contest or not. It may at times take a few days to approve a score for us depending on how many submissions are in the queue and how long the submission video is.
Given that understanding, RU (Team Mediocre) has no issues with the rule if Wolf doesn't.
