When I click off of "Keep the task bar on top of other windows" the task bar disspears how can I fix it with out having to keep the task bar on top of other windows checked?

Have you tried to click "auto-hide the task bar"? That will make it disappear until you scroll over the area it is located. Then it will appear as long as you highlight it.

I have tried am trying to keep the task bar up with out clicking on that option and lock the task bar.

I have the check box marked to keep on top of other windows and the bar doesn't disappear. What other options do you have selected in properties?

Auto- hide the task bar and lock the task bar I mean can you do that with that opition not clicked "Keep windows above others?".

I don't know why you titled this "Internet Problem". We may be misunderstanding what you are asking.

The taskbar is the thing at the bottom of your screen that has the start button, clock and tabs for all of your open windows.
Right click the start button. Select properties. Click the taskbar tab if it is not already selected.

"Lock the taskbar" prevents you from being able to move and resize the taskbar.

"Auto hide the taskbar" causes the taskbar to disappear until you move you mouse near it.

"Keep the taskbar on top of other windows" prevents windows from hidding the taskbar.

I think you want to turn auto hide off.
