picture size reduction

is there a way to reduce picture quality on "paint" in accecories in the start menu? (im sure there is) if there is, how can i do it so if i want to make small enough i can post it as an avatar, or use it somewhere else that might have size restrictions? i know how to change the size but not the quality

Honestly, Paint isn't very useful if you're trying to resize an image and keep good image quality. Try to get a free trial of Photoshop. If not, photo uploading sites such as Photobucket will allow you to resize your image on the spot and retain a decent quality.
