Pac-Man would win. He eats anything once it's blue, so Mega-Man/Sonic would die. Then Mario would try to defeat him, before Pac-Man finds a power pellet and eats Mario.

lets get down to basics in this battle. standard mario is short, one hit kill, only attack is to jump on the heads of enemies, a melee attack. pacman, one hit kill, has no attack until he eats a powerup, so until that happens, he is defenseless. sonic, at the start, has no rings, one hit kill can jump on non-spiked enemies and roll into a ball, melee attacks as well, can run fast. based on those criteria, sonic wins....but.....

megaman has a ranged weapon which in certain variations can be a power charged weapon right from the start of the game. also, his health bar allows for multiple damage before megaman dies. his health bar is rechargeable as well.

power ups aside (not to mentioned his powerups are better anyways) megaman wins hands down.
