Well, tails did say that he just wanted a program to unzip files so any unzipping program will do. If he wanted to zip/ pack or compress files, that would be a different story...as different programs do perform differently in that aspect; compression, sfx, passwords, encryption, etc. As long as tails isn't trying to unzip (decompress) any obscure extensions like JAR, TAR, ARJ, CAB, UUE, and so on any utility will do. I am assuming tails is (was) trying to unzip the common .zip file.

Yeah, I use 7-Zip. The 7z extension is certainly packed tighter than the .zip.

I just got winrar, and it seems pretty good. We'll see how it works. It does seem better than Winzip to me. Winzip would not even let me attach and send files to Kong. Shame! Shame!

IZArc.
Does nearly everything that WinRAR does (maybe more), but it's freeware.

I just let Windows do its thing.
You guys don't use the Explorer zip software? I mean, it's not flashy, but it gets the job done.

True, Winrar is really the program to work with.
I'll go grab it once I get into a massive rarring mood.
