Looks like a cross between Rouge, Metro/Vania and a bit of Strider. They call it RougeVania.

Levels/items are random but some things stay the same after each death. So the goal is to get a bunch of stuff, die, start over with upgrades. Repeatedly dying is a goal.

Interesting. Not sure if I'll pick it up, but looks like it could be fun. I am not entirely sold on needing to die, but then again, you should have seen my brother and me play Contra III today. We had the dying part down real good.
