It's a website used to encrypt messages and send them to another person you signed it to. It used GPG keys to sign it and encrypt messages so only the person with the other GPG key can decrypt it. I have 5 invitations to the site if anyone would want to join it. You can link your twitter account to it as well as a github account. This helps verify the person you are talking to is who they are and ties your reputation to those aliases to prevent scamming. My name on it is Birdmann. If you join soon enough there's still a lot of cool names not already used. You type the message, assign the keybase account member it is to be sent too, sign it, get it converted to the encrypted message, send that to the person through email or IM, they can then decrypt it.
