Announced today in Tokyo.
Outfitted with a PS Vita card slot, it also allows PS Vita TV owners to play Vita games on, well, their TV. They don't even need a Vita—just Vita games, this PS Vita TV hardware, and a DualShock 3
Sounds interesting. However apparently not all Vita games will work

I think it's dumb.
-More expensive than other streaming devices
-No touchpad - games that require the touchpad WILL NOT WORK unless they are patched
-Plays your downloaded PSP, PS1 games from your PSN profile, but...-Requires a TV, so if you have a PS3 already, it defeats the point of getting another console?
-If you don't have a PS3, requires Dualshock 3 controller -> + 60$ cost
-Streams your PS4 games to a TV in another room....since you need a PS4 nearby, you're basically paying 100$ to not have to pick up and move your PS4 to another room.
-The Vita display of 960 × 544 won't really scale nicely to a 720p or 1080p display without a filter.
I don't know. Seems like a stream device with some Vita features tacked on as an afterthought. It sounds like it would be incredibly annoying to use as an actual Vita.

Meh, it's half the price of the Vita. I bet that you could get a controller for it pretty good used as well. Since they have yet to say much in the way of the touch control conversion, I'm assuming they don't have everything final yet. I'm not planning on buying it until I see what else they do with it before it officially goes to market, but so far I'm pretty hyped.
It's the Super Gameboy.
Yeah but you had to own a Super Nintendo to use the Super Gameboy. If you had no need for a Super Nintendo, then that's a crummy deal compared to a handheld Gameboy. A similar device exists for the Game Cube.

I'm thinking it's a product to tide over JP through the holiday since they won't be getting the PS4 until next year. JP is dominated by portables now (3DS beat out PS3 lifetime sales in a year), consoles are dead. That hasn't helped the Vita much in its current form though, and Sony is doing something about it rather than just letting it continue to flop.
Seeing as how JP has already sold out on the preorders, maybe they're hitting a right note here.

I'm confused, the numbers say that JP prefers handhelds... but they are all exited for a peripheral that turns their handheld into console.

I'm not sure about that either.
Sony could have put out a low supply allotment to Amazon JP.
It could be the low cost of 9,954Y (~100$), which puts it cheaper than all models of the 3DS. I put this as the most likely.
Maybe some other factors (maybe there are few or no other video stream boxes in JP? Domestic brands usually sell more) that I can't be certain about. It could be the fact that it is being branded as a stream device first, and gaming is just added in for value. Since it also ties directly into the Playstation online ecosystem, that might be an appeal, too.
