Why would a FIRE legendary Pokemon be in the water? :dont-know:

Another pokemon oddity:

How come Syther, a huge bug, cant learn fly, but Pidgey, a tiny bird, can carry a large trainer using fly?

I've seen him in the water. Thats kinda of funny how thats possible. I also have senn a Raikuo in the water. So shouldn't all the pokemon in thw water be dead.
