Ugh... isometric means no perspective, see how stuff get smaller as it gets further into the background in your example DM, that is perspective, it is NOT Isometric. As I said above, Sim City is isometric, objects do NOT receed into the background. Resident Evil would be concidered fixed yes, but the term is'nt exclusive to pre-rendeed bitmap backgrounds, here is a list of games with a fixed camera:
